ABSTRACT
The building permit policy in Dili City has been implemented since 2004. There are several factors
that affected the successfully of implementation such us, the National Directorate of Buildings,
Ministry of Public Works did not disseminated the building permit
regulations to the public, technical services have not been effective and community compliance with
permit regulations is still low,
especially in the Komoro Village. This study aims to describe the factors that influence community
compliance in the implementation
of building permit regulations policies. The theory used in this research is compliance theory and
community theory, and the
approach used in this research is qualitative with in-depth interview methods, and literature study.
The results of this research have several factors that affect community compliance in the Komoro
village there are has been not
socialization, coordination between the Directorate Building and Village Authorities has not been
maximized, economic factors, service factors, lack of fear of regulations.
