Abstract

Starting this scientific writing that this opinion is the second edition, the writer has published it in the Campus Journal of the Universidade da Paz, the initial publication of title " Pelaksanaan Kebijakan Desentralisasi Pada Pemerintahan Daerah (Governo Local) di Timor- Leste dari Perspektif Filsafat Hukum", for the second, it is one of the fulfillments of the Direito e Políticas Públicas course assignment in Semester II of the Magister of Law, but the writer re- submits this scientific writing with a public policy approach to find out the importance of implementing decentralization in Timor-Leste from a public policy theory approach. The author also wants to convey that there are changes to the Legislation in this writing, because there is already a new Law that has been published in the state gazette (Jornal da República)
