Abstract
This is the second article I have published specifically discussing the practice of system semi-presidential in Timor-Leste from the perspective of Constitutional Law.
One of the things discussed in this second article is the political and governmental instability that has occurred since the beginning of the restoration of independence in 2002, namely by discussing the political and governmental situation during the first government until now.
The thing discussed in this article is about "coabitation" which is often discussed and becomes a problem in the semi-presidential government system, namely that there is often disharmony between the President and the Prime Minister in the administration of government.
